Housing Counseling Agency: The Urban League of Philadelphia

Urban League of Philadelphia Housing Counselors certify that they have provided and explained the following information as an integral part of pre-purchase and foreclosure counseling. The Housing Counseling agencies can also assist you with the filing of a HEMAP application, a Loss Mitigation application, and/or arriving at a work-out plan with the lender.

Delinquency Notices (Legal fees incurred).

  • Act 6 Notice/Notice of Intention to Foreclosure: Notice is sent when you are 60 days behind in your mortgage payments. Call your mortgage company to try to make a repayment plan, and call the SaveYourHomePhilly! Hotline.
  • Act 91 Notice: Sent when you are three (3) months delinquent with your conventional loan, advising homeowners to apply for a HEMAP loan (Homeowners Emergency Mortgage Assistance Program). Administered by the Pennsylvania Housing Finance Assistance Agency (PHFA). Also call the SaveYourHomePhilly! Hotline.

Mortgage Foreclosure Complaint and the Diversion Program

When a foreclosure complaint is filed in the City of Philadelphia, the owner-occupant is served with the complaint and given a date to appear for a Conciliation Conference in City Hall. The owner-occupant is also notified to call the SaveYourHomePhilly! Hotline: 215-334-HOME, to schedule an appointment with a City funded housing counselor, at no cost, in order to participate in the Conciliation Conferences. The housing counselor shall review the household finances and seek to arrive at a work-out in order to prevent the sheriff sale of the home.

Options to save the home:

    HEMAP: HEMAP loans are limited to a maximum of 24/36 months from the date of the mortgage delinquency, or to a maximum of $60,000.00, whichever comes first. Default must have occurred through not fault of the homeowner; client must be a good prospect for repayment.
  • Loss Mitigation Program: Includes:
    • Reinstatement – option to bring the mortgage current by paying the entire past due amount.
    • Forbearance Agreement (formal and informal) / Repayment Plan – Allows additional time to repay past due payments.
    • Loan Modification - extends the term of your mortgage; may lower your interest rate, reduce principal or monthly payment.
    • HAMP (Home Affordable Modification Program)
    • - Eligible homeowners can lower their monthyl mortgage payments and get into more stable loans at today’s low rates.
    • Partial Claim – Only FHA loans. The loan must be at least 4 months delinquent.
  • Refinancing: A new loan to extend the term of your mortgage or lower your interest rate.
  • Assumption: Is a process by which someone other than the existing borrower assume the mortgage, requires full credit and financial investigation.
  • Reverse Mortgage: A home loan that provides cash payments based on home equity. Homeowner over 62 years old.
